Can you make somebody rich against their will?

If you give dumb people more money, they will continue to be dumb.

You cannot pass a law saying that poor people cannot finance new cars, max out credit cards, own smartphones, or eat in restaurants too much.

Not if you are Obama.

    You can pass a law saying that banks can’t buy debt that they have no reason to believe they’ll ever get back, on the basis that they can then sell that terrible debt to people who don’t know it’s terrible.

    In other words, yes, there needs to be a law saying that poor people cannot finance new homes, and possibly new cars. The banks need to say "Umm… yeah… it really doesn’t look like you’re going to pay for this."
